INTRODUCTION

I am a victim of ongoing severe crime that the FBI refuses to address or investigate. This crime involves false imprisonment, blacklisting, intellectual property theft, biomedical assault, and the murder of my common law husband. It appears to be part of a bigger finance-related conspiracy incorporating city, state and federal government, the courts, hospital systems, research entities, corporate and other financial entities, and the community at large. I am concerned that the FBI and other federal agencies may be directly involved in this crime, both in terms of the technological aspects, and in profiteering, wire fraud, human trafficking, money laundering.

While some of these claims have been described as "fantastic" - in fact there are three things that I know for sure: 1. I can show, through existing scientific literature, that all my claims are plausible and possible 2. I should have sufficient evidence (described below) to support my most important claims enough that they should be taken seriously 3. the crime I am about to describe is widely known and concealed, including by law enforcement officers and judges who have disingenuously called my claims "fantastic." 

It appears that the nature of the crime itself, as well as its links to medicine, law, and finance - is the way that dissent is silenced. In other words - as long as this horrific situation is not properly addressed, what has been happening to me and my loved ones could happen to anyone - and they know it.

HISTORY, FACTS, EVIDENCE

This is a complex situation which has been acutely bad since January 2014 when I discovered evidence of unlawful surveillance in my home, including in our bathrooms and bedrooms, including my teenaged daughter's bedroom. The evidence came mostly in the form of reflections of my home life back through media as well as very unusual phenomena from our computers themselves. I can present this all more fully as needed, but it was widespread and obvious enough for me to know that this situation is widely know to exist, and the privacy violations were widely disseminated, including intrusions of the most extreme, intimate, and damaging type. 

I attempted to report this to Portland police who colluded with doctors and others to have me locked up on a temporary psych hold. This alone was a very elaborate situation which involved hundreds of people involved in stalking and harassing behaviors, and very obvious financing. There is evidence, including threats made from anonymous sources before all this happened, and hints interwoven into different types of media that the intent to capture me on a psychiatric hold was planned by entities with links to the music industry more than a year in advance. The goal appears to have been to defame and discredit me, so that law enforcement - police and FBI - would have a plausible excuse for refusing to address my complaints of surveillance, biomedical assaults, and surveillance- and biomedical based human trafficking, once I ahd discovered those crimes. None of this was clear to me in 2014, however.

Before attempting to report the surveillance, no one to my knowledge had ever claimed that I was "dangerous" or that I had any psychosis-spectrum mental disorders, though significant fabrications in my medical records go back to at least 2011. I managed to talk my way out of the first attempt to capture me on a psychiatric hold which occurred on January 20, 2014 in Portland Oregon. Circumstances around this attempted hold are detailed in Portland Police Bureau Special Report Case No 14-006050 1/20/2014, however, this report contains fabrications, and the associated medical record from Adventist Hospital is almost completely fabricated. On November 5, 2015 I signed and notarized composed an affidavit about the fabrications in Adventist's records. However, as I was unable to solve the problem of stopping and addressing the issue of intrusive, dangerous surveillance and associated intellectual property thefts by various artists in the music industry, and because my Portland-based music lawyer, Peter Vaughn Shaver appeared to be compromised, I decided to seek advice from an attorney in California. 

One of the things that was going on at this time was lots of suggestions that surveillance data was being released showing my partner and I in sexual situations, close up photos of gentitalia, masturbation videos, videos of my daughter, and photos from bathrooms. Paired with this were suicidal ideations suggestions, as if there was an attempt to shame me and suggest that I should be embarrassed enough about all of this to commit suicide. At the time this was interwoven everywhere in print media (at least in local media), in social media, and YouTube videos coming up in my feed. I was also experiencing a lot of mocking and stalking behaviors online and in the community, being followed by strangers on foot and in cars.

While I drove to California (beginning 1/26/2014), from the moment I left my driveway I was followed aggressively by swarms of cars and trucks, and at night I found that these vehicles had infrared devices fixed next to their tail lights which could be used to hijack my car's electrical system. This was a big, well-financed operation. Many of the people who gathered around me as I travelled south appeared to be affiliated with various gangs including biker gangs and Mexican gangs, and some just seemed to be thugs.  

Apparently based on phone calls made by my mother - in which for unknown reasons she appears to have told a fictitious story claiming that I had actually made a suicidal threat - I was kidnapped by Sacramento County Sheriffs and firefighters under color of law (1/27/2014) and held in a mental health facility. This was despite the fact that I did not say or do anything in the presence of any law enforcement officers that would suggest I was dangerous or suicidal. The Emergency Room (Mercy San Juan in Sacramento, CA) and mental health facility (St Joseph's Behavioral Health Center in Stockton, CA) where I was held had all the signs of being black sites - by which I mean they were wings of Dignity Health hospitals repurposed as a very bizarre, disorienting types of prisons. In these locations I was subjected to various types of psychological and physical trauma including being served foods tainted with some horrible chemical designed to make you wretch, horrible smells pumped into rooms, theatrically dirty facilities, and directed energy weapons attacks. I was essentially forced to take an anti-psychotic called Risperdal and subjected to various threats both explicit and implicit. Explicit threats included a threat of extended captivity (two weeks ro longer) and veiled threats (theatrical speech made within earshot) included suggestions of car bombings and forced suicide. I have documented this extensively via notes and video narrative and can provide all of that documentation. There are also medical and sheriff's records from this incident. These records, and ALL of my medical records and dental records since 2011 are heavily fabricated. I can show this because beginning in 2018, after repeatedly being refused permission to audio record medical visits, I began to covertly record medical and dental visits. These recordings can be compared to chart notes to show a pattern of fabrication and misrepresentation covering or omitting my actual complaints and creating a false profile construing me as mentally ill - violent, histrionic, delusional.

I didn't know who was behind this, and for the next eight years I suspected it was organized crime that tangentially involved US government agencies. I did not report to the FBI at first because when I returned home from California in February 2014, I went to the FBI website and on the front page was an article about the murder of an organized crime whistleblower and the article, along with other threatening behaviors from the community, made me afraid to contact the FBI. I was concerned that maybe they wouldn't help and that I would put myself at increased risk by contacting them.

Portland police had made it clear that they would not investigate these crimes. Beginning January 25, 2016 as the situation continued to be horrible, with constant surveillance, hacking, and harassment behaviors, I began to try to report the crimes to the FBI. On January 25, 2016 I tried to make a report in person to the Portland FBI office. The FBI agent refused to take a report from me, telling me that my perceptions were delusions resulting from "anxiety." This agent would only identify himself to me as "Bob."

The crimes continued, including community reflections back to me indicating they were releasing surveillance based "revenge porn" on a regular basis - and reflections back through mass media also indicating that was going on. Though the media and in the community there were ongoing thinly veiled references to certain incidents or people in my life that I thought had been private - conversations between two people in a bedroom, for example.

The electronic attacks have been daily since 2015 and became especially severe in 2017. I attempted to make another report, via mail, to FBI in 2017. There was no response. In late 2017 I began to experience burns to my face and hands on a daily and nightly basis. This continued through 2018 and occurred a few times in 2019. I regularly took photos of this skin damage, though a lot of the pain and damage I experienced was not visible - attacks to my brain, lungs, gut, mucus membranes.

Lots of other horrible stuff was occurring as well, to my husband and daughter (now grown and living away from home). May 22, 2019 I travelled again to FBI office in Portland to report these crimes in person, and I also sent a letter to the Washington DC FBI office (dated 5/18/2018) providing many links, including links to a video of me doing a wireless frequency (bug detector) sweep of my own body, showing wireless signals consistently coming from my eyes, ears, nose, neck, head, knees, ankles, thighs. I asked the FBI agent to do a wireless scan of my body. She said they were not equipped to do that there. I said I would travel. I said our lives were in danger from these biomedical implants and wireless/radiation weapons. She said the FBI "probably would not investigate." Twelve days later my husband was hospitalized, and coded, with heart failure. Three years later he would be dead of a gall bladder cancer that should have been been found by the hospital during that 2018 visit, but wasn't as abnormalities shown in imaging tests were not followed up on.

In addition to the locations mentioned above, i have also detected signals coming from dental work, from my gut, from my breasts, chest, and from my heart. Based on sensations and observation, I also have these throughout mucous membranes - in my throat, cervix, elsewhere. I have been frequently attacked in the lungs, head, eyes, urinary/bladder with wireless weapons. I have experienced terrifying attacks to my heart and to my brain. I have been made to lose consciousness. I've had my breathing  affected. I've had marks - some permanent, some temporary - appear on my skin overnight, or (with some of the permanent disfigurements) over a period of weeks or months. I've had limbs move on their own accord, and I've had my knees suddenly buckle. I've had sudden nose bleeds, sudden vomiting. Since 1990 I've had episodic severe debilitating horrific stabbing back spasms and since about 2015 these events are associated with inflamed areas that are consistent in size, shape, and location year after year. I have accumulated lots of evidence about this, including a dental x-ray which I believe shows the shape of an implanted device in the extraction cavity of tooth 14. When I tried to repeat this x-ray to see if it showed up again, it appears that the dentist adjusted the machine to overexpose the image, sabotaging this effort. (The dentist denies this of course.) I have in my possession the extracted crowned tooth from which I had also picked up wireless signals. I've tried to report different aspects of this crime to the FBI about a dozen times over the past eight years, and they constantly tell me they will not investigate but they never say why. This is confusing since it takes very little time and equipment to conduct a wireless frequency scan.

I have other very bizarre scientific instrument readings. This includes high EMF reading centered in specific places in my apartment via "Ultimate EMF Detector" on Android phone - while the readings may not be precise, calibrating between two different phones shows that this software does indicate when ambient EMFs are elevated. Some of these high readings were focused over our chair seats (where our internal organs would be) and bed pillows (where our heads would be). I have also documented high spikes shown by a Geiger-Mueller counter - over 3,000 CPM - at times for 30-40 minutes at a time. FBI told me that this is a police, not FBI issue. On their instructions, I asked police for help. I suggested that the police could provide a second Geiger counter or dosimeter and document the readings to see what is really going on. The police just ignored me. Later I was told that police have discretion and are not obligated to investigate any crime. The police have told me that they have determined I am not a crime victim. The result of this has been that every time I try to get help, or address the issue, especially of these electronic assaults, I am not only unsuccessful, but I can expect to experience immediate and debilitating retaliation.
 
I am blacklisted to the point that I am unable not only to find living wage employment, but also unable to successfully run my own business regardless of what type of business it is. I am unable to access proper medical care, and I am unable to hire an attorney or medical expert regardless of what case it is for. Despite not having access to an attorney, I have tried to get injunctive relief for these assaults twice - once in Federal Court (Case No 3:22-cv-1779-SI - a complaint mistakenly filed as I was simply trying to access injunctive relief from wireless and radiation weapons battery and other biomedical torture as I was waiting for my FTCA SF-95 administrative claim against the FBI to be addressed) and once in state court (a Motion for Preliminary Injunction filed November 2, 2023 as part of Case No 23CV20288 against the City of Portland, regarding their refusal to protect me from crime or to address the wireless torture of my pet cat). In both cases, judges - one federal judge and one state judge - denied me the opportunity for an evidentiary hearing on the motions. In the latter case, the wireless attacks against me and my cat increased significantly within hours of the judges refusal to grant a hearing. It appears that police's right of "discretion" in investigating crime is being used to allow this crime to chill access to relief through civil courts. Plaintiffs, witnesses, and judges are all potentially at risk, and I suspect this unspoken threat is partly why judges refuse to consider injunctive relief. There are many signs that this situation - the nonconsensual covert use of biomedical weaponry to control, coerce, batter, and kill - is widely known to exist and simply accepted and covered up.

I have evidence for my claims in the form of documentation (journals, notebooks); instrument readings (Aceco FC 6002 MKII 1mHz-6gHz frequency tracer; Ultimate EMF detector; Geiger-Muller Counter) documented and on video; photos showing unusual patterns of inflammation; photos of other injury patterns including radiation or microwave burns; medical records; audio recordings showing patterns of fabrication and blacklisting; an x-ray that appears to show a biomedical device in the extraction cavity of tooth 14. I also have photos, video, and notes about an unusual network of star-like drones that appears to be in the sky over the City of Portland at all times, but which the City  denies is present, and which the FBI has refused to be given evidence about, or comment on. 

It is clear by the behavior of these and similar aircraft over the years that they are linked to the biomedical implants in my body. I have documented and can explain how I came to this conclusion. In other words, it appears that the drones and the biomedical implants are part of the same antenna-based biomedical weapons system, and that, based on how these operate over the skies of Portland, and how their operation has been concealed by city government, hospitals, and federal agencies - these weapons systems are owned and operated by the federal government, and their existence and operation is being concealed by experts at a number of levels, without noticeable dissent. In other words - the FAA, FCC, astronomers, meteorologists, biomedical researchers, doctors, dentists - and the FBI - are all concealing this activity, possibly because in some cases, they know that if the do not conceal this, they could become victims of the same violent wireless assaults that I am regularly experiencing. The extent of this concealment is something I didn't really understand until early 2023.  

All of my reports to the FBI and my two civil rights complaints to the DOJ (reports number 55091-KTM and 67107-PDP) have been ignored. A FOIPA request to FBI in early 2022 requesting a search on my name turned up no results (1535853-000 Subject: Erika Meyer), though the last time I spoke to someone at the Portland FBI office (November 2023) it appeared that he was instantly able to pull up information about me - though he would share very little of it. He claimed that I had said something about "CIA" and that is why the FBI would not investigate any of my complaints. In the past I was told that "the FBI doesn't investigate these kinds of claims." That appears to be wrong, since the FBI is supposed to investigate violations of federal law and it would seem that physical violence in any form - but especially involving biomedical implants, drones, and apparently every hospital system on the west coast - would be a violation of federal law.

As far as evidence goes, I have a number of affidavits, declarations, letters to City, State, and Federal leaders, pro-se court complaints, two denied motions for injunctive relief, photos, videos, instrument readings, years of journals, and the aforementioned x-ray. Regarding the Tooth 14 extraction x-ray, I filed a complaint with the Oregon Board of Dentistry on 11/22/2023, but have not yet received a response. I can provide you with copies of these documents - whichever ones you are interested in seeing - on a flash drive, or printed out, and mail them to you, or pass them to you on a secure server.

50 USC § 3093 (a)(5) - duty of FBI to operate within the bounds of US federal law, including US Constitution, including in covert activities
50 USC § 3093 (b) - duty of FBI to inform congressional intelligence committees of covert actions
50 USC § 3093 (f) - forbidding covert activities from being used to influence United States political processes, public opinion, policies, or media

as well as direct violations of US criminal code, of which there are many. I did ultimately file a civil complaint against the FBI which a judge dismissed sua sponte saying that I should have filed the claims earlier, with my request for injunctive relief, which the same judge also dismissed. There are indications that this judge is involved in the same crime. I appealed this decision and have not yet heard a final answer. (Case: 3:23-cv-01320-SI)
